In this case, the bill proposed a ban on the provision of accommodation services with no evidence establishing a specific category. Without a doubt, focusing on European standards for the organization of Euro 2012, should provide an adequate level of foreign tourists services in accordance with their wishes and abilities, as well as internationally accepted standards of care. So, in a memorandum to the bill states that its proponents were intended to improve the quality of hotel services and provide adequate training to the successful holding of finals of the 2012 European Cup. In today's world there are about 30 different classification systems of hotels. The main ones: • system of stars, • a scoring system, • system of letters (A, B, D, C), • system "crown" or "keys". The most common of these is the five-star classification system, based on the French national classification. Requirements for the "star" classification are different in different countries. Ballroom, or the Indian hotel classification system provides for the separation of hotels into 5 categories: 1 Star - 100 points 2 Stars - 150 points, etc. In the UK, the system uses a classification of hotels on the "Crown", "key", "Sun", "diamonds", etc. The system of letters (A, B, D, C) is used in Greece. In an explanatory note proponents suggest introducing a system in Ukraine Hotelstars Union (Common European star) developed HOTREC. This system provides for the appropriation of the hotel stars on the basis of uniform criteria developed by the 270, and for each category, hotels must have a means of placing a mandatory combination of basic criteria and some optional (additional) criteria. As of today, such criteria for each countries are different, then, choosing the hotel by star rating, the tourist is not at risk to get that level of comfort to which he had hoped, and the introduction of a single standard will allow tourists to adequately evaluate and compare different hotels in different countries, since the three-star hotel in Germany would be similar to three-star hotel in the Czech Republic or Sweden. However, the proposed system is difficult to capture existing accommodation facilities in Ukraine. So in effect today, the national standard DSTU 4527:2006 "Touristic services. Accommodation facilities. Terms and definitions ", provides, inter alia, the activities of hostels, resorts, inns, resorts, etc., whose quality is difficult to fit into the framework of" star "hotel. The prohibition of their activities without obtaining a certificate for compliance with a certain category would reduce their quantity. Thus, the hotels targeted at "tourist economy class" may simply disappear from the map of Ukraine, since it does not "fit" in the category of stars. Aligning activities with Ukrainian requirements and standards of Europe undoubtedly have a positive impact on the perception of our country in the civilized world. However, inappropriate thoughtlessly rewrite rules or regulations specific country, in any case take into account the interests of the state's population and potential tourists, and historical peculiarities of legal regulation in Ukraine.
