The Verkhovna Rada of Ukraine registered a draft law on amending some laws of Ukraine on operations with scrap metal. The initiator of the bill № 7429 of 06.12.2010 made by deputies from the Party of Regions Mayboroda Sergey and Leonid Litvinov. The proposed changes to the laws of Ukraine "About rates of export (export) duties on scrap alloyed ferrous metals, non ferrous metals and semi-finished products from their use" and "scrap", would create conditions for the introduction of new technologies, the development of production of high-tech products, protection of national producers , become ordered work on the scrapyard in the population and promote its legalization. The authors explain that today the Ukrainian manufacturers of products made of nonferrous metals have expressed concern about limited natural resources that are insufficient to meet the needs of the industry. Already, production capacities are loaded only at 35-38%. According to specialists the volume of formation of colored scrap metal in the next 2-3 years may be reduced almost three times against the 2009 level. The bill proposes to introduce rules on the preservation of existing in 2010, export duties until 2013. And also make clear the distribution of relative activities of the specialized enterprise, its reception centers and specialized metallurgical processing facilities with refining the rules on the possibility of cash payments for purchased scrap metal from the population. The project also envisages the extension of a four-year term of the norms according to which conditions for exporting non-ferrous metals is carried out only by specialized metallurgical processing enterprises, which produced such goods, if the export certificate of quality.
