President of Ukraine Viktor Yanukovych vetoed the law "On amending some laws of Ukraine to ensure public support for agricultural development, providing the Cabinet the right to sell quotas for grain export in the auction proposed law to establish procedures by which at the time of regime in Ukraine licensing of exports (imports) of grain and its products distribution of quotas will be implemented by selling at auction, Interfax reports. "This approach does not meet the international obligations of Ukraine in the WTO multilateral trade agreements", - the head of state. The President also believes that the introduction of transparent and efficient administrative procedures for state regulation of grain market is a condition to ensure food security. As reported, April 7, 264 deputies voted for adoption of the whole of the law "On amending some laws of Ukraine to ensure that government support of agriculture." Bill provides that proceeds from the sale of quotas will be accumulated in a separate special account budget and used for state support of agricultural development, in particular, to compensate producers of buckwheat seed - 30%, and other cereals - 70%.
