In the Verkhovna Rada registered a draft law on amendments to some legislative acts of Ukraine on combating the illicit proliferation of narcotic drugs, psychotropic substances and precursors. Bill № 8429 from 22.04.2011 referred to the leadership of the Cabinet of Ministers of Ukraine. As stated in the explanatory memorandum, a document designed to enhance the effectiveness of combating illicit trafficking in narcotic drugs and psychotropic substances, their analogues and precursors. Specified target is proposed to implement by optimizing the system and strengthen the powers of the bodies responsible for implementing state policy related to narcotic drugs, psychotropic substances and precursors, and a clear delineation of their functions and to improve the quality of interaction between them. In particular, the Cabinet will have the right to define the notion of large and exceptionally large amount of narcotic drugs, psychotropic substances, their analogues or precursors, as well as toxic or potent drugs.
