Bill number 7176 proposes to introduce the issue, renewal of duplicates, the cancellation of documents allowing character exclusively public administrator in permissive center. According to the draft "permissive center - it is a working body of the City Council of the regional and / or the Autonomous Republic of Crimea Republican values ??(its executive body) areas and areas in the cities of Kiev and Sevastopol state administrations, Kyiv and Sevastopol city state administrations, in which the issue of documents permissive nature of the (re-registration, a duplicate copy, the cancellation) is carried out according to the principle of organizational unity. " At the same time, the document proposes to establish that "the principle of organizational unity - is the principle that the issuance of documents permitting the nature of (re-registration, issuance of duplicate, cancel) the subjects of economic activity is carried out in accordance with legislation in the center of the permissive state by the administrator through interaction with the local licensing bodies. "
