"Reporting on the activities planned for the reform of Ukraine's financial sector, Sergei Rybak said that the objectives and tasks of these activities" in general coincide with the vision of the strategic direction of the resumption of the banking system, presented in a research note " AUB. However, he said that the Economy Ministry drafted the Cabinet of Ministers "On approval of the Development Strategy of Ukraine's financial sector up to 2015", which is planned to define the main directions of work of central bodies of executive power to create a highly liquid and highly efficient financial market. In addition to Association of Ukrainian Banks asked the Commission for the reorganization of the Ministry of Economy of Ukraine to consider and submit proposals to the draft referred to the Government's strategy. In response, addressed to the Chairman of the Commission for the reorganization of the Ministry of Economy of Ukraine Anatoliy Maksyuta, AUB President Alexander Sugonyako noted that the Association supports most from these in the draft principles for further development of the financial sector, in particular on the need for improvement of the financial sector, the definition at the state level, common policies for financial sector development, reorientation of the market of resources for internal investment sources, enhance the transparency of regulatory decision-making and the role of associations of market agents and the like . However, the AUB noted that certain provisions of the draft Strategy requires clarification and refinement. In particular, the AUB pay attention to that instead of trying to systematically analyze the problems is the financial industry as a whole, the authors of the project shifts the focus more on the problems of the microlevel, level financial institutions. Pay attention to the AUB and that the draft Strategy envisages measures aimed at strengthening the protection of consumers and investors. At the same time - say at AUB - no measures to strengthen creditor rights, while not providing an unconditional right creditor bank for the return of overdue credit card debt is not possible to secure the rights of depositors (investors) to return their funds. Also, in response to AUB stated that the Association is adamantly opposed to policies of forced removal from the market of small banks (on the draft text of "weak" financial institutions). "We are deeply convinced of the financial sector development strategy should be based on the principles of equal competition. That is, all the existing banks, which were established according to current standards at that time, have the right to continue its activities, in self-sufficiency and meet the requirements of legislation ", - said Alexander Sugonyako. In connection with the foregoing AUB offered in finalizing the draft Strategy to provide strategic towards the resumption of the functionality of the banking system of Ukraine. As the President of AUB, "the banking system of Ukraine has been able to perform its basic functions, you need to get rid of the dismemberment of the banking system and make it integral with respect to his appointment to each pot and all worked together in the same direction - providing the financial resources of the Ukrainian economy, obtaining that their incomes. "To this end, according to the UBA, it is necessary to resume the functional integrity of the banking system by legislative definition of the strategic goals of all banks, guided by the needs of the Ukrainian economy.
